It is actually a very Democratic move. Those that drive a lot will pay in fuel tax the repairs of the roads vs those that take public transportation can keep their tax break. Please never lose site that Trump was a D for years. Ivanka has a proposal for paid family leave, that should clue you in who she is also. Since I had 9 months of pregnancy, I was able to set aside money to cover myself while on maternity leave.
