Theresa May on Monday night accused Russia of meddling in elections, hacking Western governments and pursuing its interests “at any cost” as she warned Vladimir Putin: “We know what you are doing and you will not succeed.”

In one of her most forthright attacks on the Russian president, the Prime Minister accused Russia of “weaponizing information” and “planting fake stories and photo-shopped images” in an attempt to undermine the West.

Addressing the Lord Mayor’s Banquet, May warned that Britain will work with allies to “take the necessary action” to ensure the Kremlin does not succeed in its campaign to “sow discord in the West” and cause a split among NATO allies.

“We do not want to return to the Cold War, or to be in a state of perpetual confrontation,” she said.

Her speech comes amid claims Russia sought to influence the American elections and follows evidence suggesting Putin’s regime runs social media accounts designed to stir up racial and religious tensions in the UK and Europe.

One such account, backed by the Russian government and linked to the Internet Research Centre in St Petersburg, tweeted a picture of a Muslim woman on Westminster bridge during the terror attack in March, alleging she had ignored the injured and was talking on her phone instead.

The tweet stirred up a racist backlash but it was later revealed that a series of other photos showed her looking shocked and upset. The government has previously said the UK wants to work with Russia but adopts an “engage but beware” strategy because of fears about the way the country operates.

In the case of the Westminster Bridge attack, the user @SouthLoneStar, who claimed to be a “Proud TEXAN and AMERICAN patriot”, posted just one of a series of images of the women in a hijab with the message: “Muslim woman pays no mind to the terror attack, casually walks by a dying man while checking phone #PrayForLondon #Westminster #BanIslam”.

The account has now been identified by Twitter in evidence to the U.S. Congress as being backed by the Russians.

The reaction

that the tweet provoked at the time of the attack in March, in which five people were killed by Khalid Masood before he was shot dead by armed police, prompted the woman to release a statement.

“I’m shocked and totally dismayed at how a picture of me is being circulated on social media,” the unnamed woman said.

“To those individuals who have interpreted and commented on what my thoughts were in that horrific and distressful moment.

“I would like to say not only have I been devastated by witnessing the aftermath of a shocking and numbing terror attack, I’ve also had to deal with the shock of finding my picture plastered all over social media by those who could not look beyond my attire, who draw conclusions based on hate and xenophobia.
