That happened to me yesterday as well. But it wasnt a popup in my browser from the fringe. It was some sort of popup embedded in windows 10.
I could tell that it came from the taskbar and not the browser.
Next time it does it I'll do a "inspect element" on it and report back.
Zero issues or pop ups for me.

Only thing is the typical dying turtle speed that I normally surf the web at.

Windows 10 has its own pop-ups? Scratchinghead
I did a quick search and found this which is quite interesting
https://malwaretips.com/blogs/remove-pop...indows-10/
Quote:These pop-up ads are usually caused by an ad-supported program, which is distributed through various monetization platforms during installation. The malicious program is typically added when you install another free software (video recording/streaming, download-managers or PDF creators) that had bundled into their installation this adware program.
When an adware program is installed on your computer, users will see different pop-up ads when using a web browser (Google Chrome, Firefox, Microsoft Edge or Internet Explorer). Other common symptoms include:

Advertising banners are injected with the web pages that you are visiting.
Random web page text is turned into hyperlinks.
Browser popups appear which recommend fake updates or other software.
Other unwanted adware programs might get installed without the user’s knowledge.

Other than displaying advertisements and collecting data, Windows 10 adware doesn’t generally make its presence known. Usually, there will be no signs of the program in your computer’s system tray – and no indication in your program menu that files have been installed on your machine.

Yes, go into task manager and click on "App History" and you'll see what I mean.

Lots of stuff running that you don't even know about.
