Are there not any fresh people in which to appoint in positions of power in the U.S.?

We have Rosens replacings Rosens, Jeffs replacing Jeffs, Steins and more. Who ARE these people? Are they all from the same breeding grounds?

"On Monday night Sean Hannity announced dirty cop Rod Rosenstein will step down as Deputy Attorney General by mid-March.
Jeff Rosen was picked as his replacement.

Rosen is the current deputy at Transportation.

Supposedly, there aren't. Add to that, previously "unknown" appointees have a more difficult time getting confirmed.
It's frustrating as hell, but that seems to be the way it is. Washington DC needs to be razed to the ground, flooded with bleach and mostly scattered around the country when it's rebuilt (with many "departments" and bureaucracies eliminated.) Who will do this?
