As someone pointed out earlier, the 'new' Senate majority will put the kibosh on any 'new' House budget fahkery. I disagree with Pergram that it is bad for Republicans, ultimately, because Schumer is wrong that POTUS can't use mil $$$$ to secure the border. Sure, he and we would rather do it with appropriated funds, but that won't happen with DS "legislators" still healthily extant in Congress.
Regardless, losing the House via rigging is a sure enough shit show -at least short term. I'll trust the plan, but it's gonna be ugly unless and until the riggery is overturned.

McConnell is being directed from one source or the other to not use the nuclear option. That would make the bill/vote filibuster-proof, simple majority to pass. FILIBUSTER is the bugaboo in ALL votes. The 60 vote rule applies ONLY in 2 cases: To allow the Senate to vote on a given bill, and to end a filibuster. The media collectively and horribly misrepresent the process. A simple passing of a bill in the Senate does not require 60 votes. It requires 51.
Anyway, I know exactly who is animating Schumer. Just trying to work out who's working McConnell's strings on this one.
